The settlement layout in Maltepe can be grouped in two main categories. The areas below the E-5 highway and containing sections 19/1, 19/2, 32/1, 32/2, 32/3 and 32 and 21 are industrial areas, these sections lie between Kör Creek south of E-5 highway and Tugay Road north of Dragos Creek Bağdat Street.
As a settlement unit, Maltepe is separated into 18 quarters. These consist of Bağlarbaşı, Feyzullah, Cevizli Yalı, Başıbüyük, Büyükbakkalköy, Zümrütevler, Girne, Esenkent, Altayçeşme, Gülensu, Gülsuyu, Küçükyalı Merkez, Altıntepe, Aydınevler, Çınar, Fındıklı and İdealtepe. Transportation in Maltepe is carried out by railways, underground railways, airways and highways.
The railroad is the route situated below E-5 highway where old Maltepe was founded, whereas the highway cuts Maltepe in half. This road connects Maltepe to Anatolia while side roads connect the district to neighboring districts. The second major road is Bağdat Street which constitutes the route between Bostancı and Pendik.
